Job Description
The Architecture and Plans Directorate (APD) within DHS DNDO has a requirement for a Science & Engineering Technical Assistant (SETA) to accomplish technical writing duties in support of analytic-oriented studies (e.g., Capabilities Based Assessments (CBA)).
General Position Description:Serve as a technical writer for finalization of documentation for analytic studies initiatives to include Study Plans, analyses, assessments, and reports. Individual will review near-final drafts and edit/re-write as necessary to provide signature-ready documents. Support the DNDO Configuration Management (CM) process (i.e., monitoring, tracking, and coordinating CM activities). |
Responsibilities: |

Work with project team to structure and review draft reports. Serve as point of contact for report reviews, consolidation of comments/proposed changes, and comment adjudication.

Assist in the finalization of plans, analyses, assessments and reports. Review near-final documents for consistency, readability, clarity, and understanding. As required, propose text changes and rewrite document sections to enhance consistency, readability, clarity, and understanding.

Use Desktop Publishing or similar type software to improve the overall quality and appearance of APD analytic, scientific, and systems engineering-oriented documentation.

Participate in development of draft documents to improve document consistency and quality.

Participate in the development and drafting of senior level presentations. Provide support for the review and finalization of “high-impact” presentations, discussions, and project summaries.

Perform technical reviews of other deliverables and products. Provide recommendations for product improvement or process enhancement, as applicable.

Support the DNDO Configuration Management (CM) process. As technical writing responsibilities permit, monitor the implementation of CM policies, procedures, processes, and structures.

Develop, maintain and administer SharePoint collaborative workspace to facilitate CBA related activities and improve coordination with broad Federal, State and local stakeholder community.

Attend program reviews/site visits as requested.

Qualifications: |

Excellent communication, written, and organizational skills.

Demonstrated technical writing proficiency. Minimum 2 years technical writing experience.

Experience editing technical documentation.

Proficiency with Desktop Publishing or equivalent software.

Knowledge of Microsoft Office Programs (MS-Project, Excel, Word, Access, PowerPoint) and other required analytical software tools.

Experience with MS SharePoint or similar collaborative tools.

Ability to multi-task and respond to quick turn-around requests.
Desired Knowledge, Skills, and Abilities (KSAs):
- 5 years technical writing experience.
- Clearance Level – TS.
- Knowledge of analytic, scientific, or systems engineering terminology or concepts
- Knowledge of civilian and/or military operations, terminology, or concepts associated homeland security, homeland defense, civil support, or weapons of mass destruction.
